I doubt that older modems and fax machines will work reliably over
VoIP connections. I suspect that the "heartbeat" signals are too
finicky for the analog to digital conversion, packet transmission and
digital to analog conversion.

This particular AS/400 was installed in 1998 and so far as I know, has
not had a PTF applied or change made in this century. Putting it on the
Internet is way beyond their needs or capabilities.

This looks like a "not broken, so don't fix" kind of situation. I can
see quick diminishing returns for the effort to get Vonage working
versus the cost of a phone line for the AS/400.

It is interesting, though!
