I'd have to agree - your website design should focus on content. Find
something that will make it easy to update - and do so frequently!

That being said, if you use one of the more common CMS editors (Wordpress,
Joomla, and Drupal come to mind), often times there will be "themes" that
you can download and add to the website. Others have already done the
design layout for you! Picking one out of the multitude might be more of a
challenge...

While design is important, all flash and no content will not make a good
site. I am sure you understand this. First decided exactly what you want to
use the site for and what information or services you are providing. Then
work the design to be appropriate to the content. There are only a thousand
different CMS systems. Which is appropriate all depends on the application.
