I can confirm the same behavior. I might add that setting as a .reg
import to my startup now that I know it is not just me.

The sad thing is, we could probably switch 1 DLL out that behaved
better and the whole system would be easier to live with. I think only
1 vendor is to blame here other than the ones that might take the
liberty to change that setting themselves.
