Microsoft to limit capabilities of cheap laptops

There is something wrong when just one company like Microsoft and PC 
makers can enter into this scale of collusion, directly and injuriously 
against the interests of all their consumers with impunity.
IMO it's akin to the way cell phone makers and cell phone service 
providers make agreements that result in a phone working only with one 
service.
IIRC, there is a cell phone manufacturer whose phones work with all the 
major cell service companies. Anybody remember which one it is?
