You can convert any enclosure to have front panel hot swap access using a
SATA backplane. There are various configurations depending on how many bays
drives you want, and how many 5 1/4" bay positions you want to consume. I
use a 5-drive backplane which mounts the drives vertically in the space of 3
external bays -- each with its own activity light and dedicated power
button:

If you don't need that many drives, or want to use fewer bays, there are
others which mount the drives horizontally. For hot swap to work, you need
to be using a MB or controller card which supports hot swap. But this gives
easy front panel access on the enclosure of your choice. Extra drive trays
are about $13 from Newegg to pre-mount on other drives for even faster
swaping.
