<rant> Exchange can NOT recreate PSTs, OSTs yes, cached mode yes, but
not PSTs. PSTs are EVIL. They're the "lets store stuff outside of
exchange" solution, and not a good idea. </rant>

Can you simply have the main mail server forward messages for the users
on Exchange to the exchange box? Then let Exchange handle it as normal
inbound email. You could either setup Exchange to send out directly, or
to use the main mail server as a relay for sending outbound mail. This
way all the exchange/outlook users would just be in a normal exchange
setup.
