FWiW: I had the same symptom after a weekly patch was installed on the target PC; that was on a prior SP however. That patch included a "security update" to some communications, and IIRC the patch even mentioned the remote desktop function. Until that PC was rebooted, no other PCs could start a new remote connection, even though the target PC was still marked as enabled in "My Computer" and had been functional for many months prior as target of multiple PC remote desktop requests. The active remote desktop connection that was used to perform the update from IE was also broken, even though the Windows Update that was applied was still pending the required reboot.
