There should be a "menu" button somewhere on the panel.

Also, check that you're using the optimal resolution for your flatscreen.

As for ClearType, there is a PowerToy that will put ClearType Tuning in your control panel.

How do I make the window fit on the 19" flat panel? I am used to a CRT
where there are knobs to adjust display size, pincushion, and position
but the flat panel doesn't have those knobs, that I can find.. Right
now the bottom half of the taskbar is off the bottom of the screen and
the top half of the top row of icons is off the top of the screen.

Additionally, the font is scratchy and unclear (the font setting is for
Clear Type) and I can not find a place to fix that.
