They are temporary directories, usually created by Windows updates -
in some cases, they don't get deleted properly.

What is interesting is that you see them at very similar timeframes -
just seconds of differences. It's possible that your theory with them
being related to one of your scheduled tasks is right - are you
running any Microsoft programs in those tasks, that use a similar
random folder algorithm?
