You may want to have a look at the Quicktime Broadcaster which as far as I can see can do exactly what you need. It requires a Mac and a suitable internet connection plus a suitable camera.

It appears that it does not require the server version, but you might find that the higher price is justified by better tools.

I would suggest you check if you have a local computer club with Mac users, who can help with this. Please note that this is something that will most likely require a camera operator anyway so a few volunteers who know the computer would be a good idea.
