This is what I do at home. All "static IPs" are assigned by the DHCP
"server" (aka router). I am sure most DHCP software won't allow you to enter
a duplicate IP.

I would suggest that you use DHCP to assign IP's for all systems ... those
systems that need a stable IP should just get a permanent assignment.
