Is this learning for the sake of learning or do you have a direction in
mind? If your database is going to live on a Windows server then SQL
Server might be the right choice. If there's a possiblity of Linux then
you may want to explore a MySQL database, which can also work in a Windows
environment.
SQL Server Express is a free download from Microsoft. If you want to
develop applications for it then you should explore Visual Web
Developer/Visual Studio. You can use this to develop both Windows and Web
applications.
