Don't think of it in technical terms. Think of it as a cool or trendy.
You are the old generation. Kids love to text. If she already has a cell
phone you may want to skip the iPod touch and just replace the old cell
phone with an iPhone. You will still need the data plan but it opens up
data access to non-wifi locations. It also eliminates the need to carry
two devices. Having said that, my oldest has an iPod-touch, which he
loves (too much). We also have a "family phone" he or his brothers can
take when they are going somewhere.

Personally, I carry my Android (with a data plan) and an old iPod. The
last I checked the iPod-touch maxed out at 64GB. My iPod is 80GB and just
about maxed out with music and podcasts.
