Not sure if protocol for access to the mail server could be relevant; but whether\which IMAP or POP was omitted, and someone else more knowledgeable might want to know, to better assist.

A lot of discussion about "which rule" applied to effect the deletion; mostly talk of changes to effect move to a particular folder for each rule versus "delete"\trash the message.... so as to find out on a future occurrence. At least for the non-express version, some mention of a log file. One possibly helpful example web search via Google [second delimited text chosen after finding a reference suggesting that "directly to delete" probably intends to refer to the "Deleted Items folder"] could be:
"which rule" "Deleted Items" folder "outlook express"

The same search criteria with "Time Warner" added, lists a couple possibly interesting choices, but they lead to a dead server.?
