This is probably going to be a hard nut to crack.

If you used a very intelligent DNS provider, you might be able to set something up so that, if your main internet connection went down, it provided the IP of a backup connection instead.

But DNS information is cached, so that probably wouldn't help much.

If the ability to receive orders is critical ... I would suggest you move your order receiving functionality to one of the massively redundant application service providers (Google, Amazon, etc) and have it receive the orders for you and send them to your internal system.

That way, if your connection went down, the service provider could queue orders up until it could connect.
