Generally, yes. It will in part depend on the cable co's infrastructure
outside your home but I've had no problems staying online in the past
(assuming I'm working on a laptop/tablet/smartphone) during outages.

An alternative that some may find more appealing, if you're only concerned
about computing devices that are easy to manage, would be to invest in a
WiFi hot spot from a cellular carrier or enable tethering on your
smartphone. Performance, both speed & latency, won't be as good but it
does have the added value of being portable/useful outside the home. And
even a decently priced UPS won't power the modem & router for much more
than an hour or two.
