they aren't on a phone plan.

Just to clarify ... an ICE number, on the phones screen, would only be useful to hospital staff after your immediate situation is taken care of.

I've talked to emergency responders about it ... and they aren't interested in who to call in an emergency, they are interested in drug allergies, chronic conditions, etc.
