Personally, I always disable read receipts. If I get a message and want to take my time responding, I don't want to notify the sender that I've gotten it.

Also, as you mention, spammers and marketing emailers sometimes use it to validate email addresses.

As for configuring Outlook, sorry, I don't know. I use it at work, but don't like it at all.
