If you're going to use it for x86, you can download it direct from RHEL
after creating an account:
https://access.redhat.com/

As David mentioned, you'll need to buy licenses to use it.
https://www.redhat.com/en/store/red-hat-enterprise-linux-server

You can trial it though for 60 days.
https://www.redhat.com/en/technologies/linux-platforms/enterprise-linux/try-
it

Or, if you're going to be using it for development purposes, you can join
the Red Hat Developer Program for Individuals and install it on up to 16
physical or virtual nodes.

If down the road you plan on using it on Power architecture (ppc), the Red
Hat Developer Subscription for Individuals does not allow downloads for
Power architecture. You'd need to get that under the Red Hat Developer
Subscription for Teams, available through your company's Red Hat sales
associate. Or you could purchase the licenses here:

RHEL is a commercial product ... I'm pretty sure you will need a license to
download it.

If DEKKO has licenses, I suspect you would need a Redhat account.

If you want an open source derivation of RHEL, check out
