I think you can still get a one-time purchase, which works for
commercial use. It's hard to find, because Microsoft is steering very
hard toward the subscription products.

It's $250 for one copy, which is pretty steep given all its
limitations. You'd have to keep using it for over 2.5 years without
upgrading to actually save money over the apps-only subscription, and
in the meantime, the subscription would have gotten you updates,
mobile versions, security, collaboration, cloud storage, and support.
