What you're missing is that you're defining the data area
within your program as type character, and not type numeric.
(Data structures are always considered character type.)
Rewrite your code like this:

D field           s              2p 0 dtaara(MYDTA)
C     *lock         in        field
C                   eval      field = 18
C                   out       field
C                   eval      *inlr = *on
