I just looked on my V4R2 system, the only thing named QWHOUTFL is a program (NOT a file!) in QSYS. It sounds like it's in the System Entry Point Table, since the system could still find it after it was renamed. I would be leery of just trying to fix this one thing unless I knew that whatever corrupted it didn't corrupt anything else in your customer's OS. If it did, I'd re-install the OS. If it didn't, I'd find a PTF that updates that program and install it, if possible. For example, on V4R2 PTF SF52842 supplies a new copy of QWHOUTFL, so if I didn't have that PTF applied I'd install it. If I had it temporarily applied, I'd remove it and then reload and apply it from a fresh ECS download. If I had it permanently installed, I'd look for a superseding PTF in SF97420.
