Here is an example I use for testing stuff.  The number of parms is in
field PARMS#.  In this example, if there is a parm, and the parm value is
greater than *BLANKS, I use it.  Otherwise I substitute a value so I can
actually run and debug my program easily. 
      *      "sds"   is the whole System Data Structure.
