How about option 4, but put the special character on the procedure
name(only when it is used without an opcode)

eg

 
 
       CF KeepLooping = *ON
       CF  dow KeepLooping
       CF     read MasterFile
       CF     if %eof
       CF       /HandleEndOfFile()
       CF     endif
       CF  enddo

So that / would indicate a procedure without an opcode
