Your the first to point out only one active partition per CPU.  That I can
understand.  What a waste of CPU resource if one of the active partitions is
used for development, but Hey I would love it since there is only 5 pgmrs
here doing development.

I just talked with our system dude, and he said this.

To have more than one partition, you need multi processor.  But, you can
only have one _active_ partition per CPU.  So, on a dual processor, you have
have 4 partitions but only two can be active.  Well, only one since you have
to have the main parition running anyhow.
