If the program were running the CL in line I would agree: the NEP should be
in a regular batch subsystem at an appropriate priority. However, my example
simply does a GOTO, a SBMJOB and a DLYJOB once every 30 minutes. That is
unlikely to give you performance issues. If you do want the NEP to execute
at a different priority, however, it's not necessary to create a new job
queue, or resort to QS36EVOKE. Simply create a new routing entry in QCTL
with class QBATCH instead of class QCTL. Submit the NEP with routing data
that will be caught by the new routing entry.

I may be wrong but jobs running in QCTL automatically have a priority of 10
which may cause performance problems. I would suggest creating a separate
job q for never ending jobs or use the Qs36evoke job q.
