RPG socket API to get available port number?

Anyone knows an RPG API that will create a socket on an unused (available
port)?
I am looking for an RPG API that is equivalent of C++/Java  API called
Socket.

Or the question should be: How to get the available port number using RPG?

I find the following RPG CGI handy to use for Socket programming. Are there
more?
TCPADDR, TCPOPEN, TCPCLOSE, TCPSND, TCPRECV, TCPACPT, TCPLSTN
