You are doing here not what you intend to do.
SBMJOB is passed a command string with &FIC962 substituted.
Therefore it's not important what is the length of &FIC962 variable, but
what is the length of its value.
If you want full &FIC962 value passed to program, add quotes before and
after &FIC962 value.
