If you are trying to randomly read many records from the file you will want
to use another language such as RPG.  If you are trying to retrieve a single
record or start reading records from a specific point you can use the
POSITION parameter on the OVRDBF command.
    DCLF       FILE(FILENAME)                             
    OVRDBF     FILE(FILENAME) POSITION(*KEYAE 1 *N 'key + 
                 value string')                           
    RCVF
