AFAIK, the closest you can come is to record a key (or make an emulator macro) to the sequence UP - UP - F10 This sequence works from either section of the display, and regardless of where you reposition the split line. Moving up two lines gets you into the opposite section, then F10 moves to its command line. Of course, pressing Play-F10 is only one keystroke short of UP - UP- F10 on a dumb terminal. Personally, I recommend a better editor instead...
