As for making sure it is passing the parms sometimes instead of parms it is nice to store the data in the LDA. Since you are not able to get your debug working correctly you would know if you program is processing the data correctly by simply doing a DSPDTAARA *LDA to see if your data exists. I'm not saying that LDA is better than a PARM or PARM better than LDA as I do not care to start some sort of debate. I am saying that with the data being placed in the LDA you can view it without needing debug.
