Hello,

I've been compiling some of my code at 440 but targeting previous releases 
(specifically 420).  INZ(*SYS) and INZ(*JOB) have been supported since VRM370 
but the previous compiler support rejects them in subprocedures with RNF3434.

I know this behaviour cannot be fixed now but I'd like to understand why 
INZ(*SYS) and INZ(*JOB) were allowed on global D-specs but not on procedure 
D-Specs at 370 and 420.  Especially when I can't find any documentation 
describing the limitation (other than the error message).  The 440 
documentation doesn't say INZ(*SYS) or INZ(*JOB) were enhanced to be allowed 
in procedures yet they work quite happily there at 440.

Is this another one of those "Oh, we felt like it" instances?
