I'm afraid your question can't be answered as noted below.  It will be
easier to give you an answer once we know what is really happening.

By saying *NEW you create an AG _every_ time the program is called.  The
performance will probably be less than stellar (to put it mildly).

Not sure what you mean here.  Service Programs are created with CRTSRVPGM
and *NEW is not an option.

If you are in fact creating a program that supplies a service (not a
service program) then you might be able to get away with changing the AG
from *NEW to *CALLER.  Then (unless you really are using service programs)
the RCLRSC will work the way it should.
