The application users won't know the difference - so perhaps the 
reorganization can take place at a more appropriate time (like 2am).  It 
depends on how 'available' the file has to be.  Perhaps the file should be 
set to REUSEDLT(*YES) as well, which can minimize the need to reorganize.
