It does have a major influence.  However, we don't commit
ourselves to the top $100 of the results.  For example, some
item may not be practical to implement, but may provide at
least some indication of what we should think about.  Other
items may have ended up way down in the list, but may make
sense given other items that are chosen.  Some items may have
been voted lower than we think they should have because many
programmers may not have had much experience with newer
releases.  Finally, there are some things which have to be
done regardless of any poll.
