CPYF command with COMPRESS(*NO) will work if the file is copied in arrival
sequence. As a result, deleted records will be included; however, if the file
is copied in keyed sequence, COMPRESS(*NO) will be ignored because no deleted
records are contained in the access path.
The answer to your dilemma is using CRTDUPOBJ command with the DUPLICATE DATA
parameter *YES, like:
CRTDUPOBJ OBJ(OLDFILE) FROMLIB(OLDLIBRARY) OBJTYPE(*FILE) TOLIB(NEWLIBRARY)
NEWOBJ(NEWFILE) DATA(*YES)
