instruction in a physical file that calls a trigger program when a specified
operation is issued on the physical file. A trigger program is an exit
program, called by a trigger, that contains a set of trigger statements.

Sounds like triggers will only work on physical files.  "They" used
the term "physical file" 3 times in that paragraph :)
