I suspect though that your problem lies in having used the default of *NEW as the activation group on CRTPGM. If this is the case that you look at using DFTACTGRP(*No) in the H spec then use CRTBNDRPG as normal. If you have other procedures to bind look into using binding directories to keep it all simple.
