If anyone in Toronto talks to Rochester,  Plead with them to include the
Externally Defined Data Structures in the Object Usage Info on the
DSPPGMREF function.

Pragmatically on a day to day level,  That is the bigger hole to me.
What programs use that file is a question I hear asked more often than some
of the other points you raise.
