Let me jump in here with a response direct to your question ...

Probably the fastest way is to have an RPG IV module that reads the file
and a CL module that submits the batch jobs.  Have the RPG IV module callp
the CL procedure to do the submits.  Bind the two modules together into one
program.

That said, I agree with the others that there must be better ways to handle
this processing, and I see that you are working that.
