The second level text of that message tells you EXACTLY where the
problem is.  The message means read the documentation for API
carefully.  Specifically this statement:

"   Reserved.  This area must be set to hexadecimal zeros."

Therefore, the problem is with this line of code:
C                   EVAL      QCAERVED = X'0F'

It should be:
C                   EVAL      QCAERVED = *ALLX'00'

Also, change EVERY instance of 9B 0 to 10I 0 -- one of these days I
won't to have to keep saying that!
