Thanks, Carsten!  That did it.  The default is DEVRCYACN(*DSCMSG), which
basically seems to make the job go away.  I couldn't get it to act like the
manual said - that is, suspending the job until I signed on again.  But
that's not the point - I wanted an immediate error to my program.

And while I didn't try all the other possible settings, DEVRCYACN(*MSG)
worked just like I wanted, immediately sending a 1251 error status to the
program.  (Note: *MSG is not really documented in the page you quoted, but
it is available in V4R5.)
