An another important advantage is that if you code CONST on the
parameters, the compiler will sometimes handle the parameter
differences, rather than just give you a message saying they're wrong.
With CONST parameters, you can pass slightly different types (packed vs
zoned, different lengths etc) as well as literals and expressions.
