At least, not by the RPG compiler, and I think any system change applying to RPG would apply to all languages, or maybe all ILE languages. Since such a feature would be non-RPG-specific, you might get more or better responses if you post this in the more general MIDRANGE-L list. Prior to V5R1, there were a couple of command parameters regarding performance (ENBPFRCOL and PRFDTA) added to the ILE compiler commands. I think you can read about them in the Info Center under Systems Management->Performance. But I don't know if any of the performance tracing tools can give information at the statement level.
