Retrieving a CPF error message description

I am using an API that returns a CPF message #.  I need the description for
that message so I can include it in a message that I am building.  Is there
another API that I can pass in the message # and get the description?

What I am finding are API's that I can call to display the message to the
user.  I just want the message back so I can handle the error window.

There us to be a file QCPFMSG - that has been replaced with a message file.
I searched for this and could not find anything to access it using an API.
