I believe I discussed that one here a coupla weeks ago.  Basically,
there was some value returned by some API that was defined using a
31 digit packed field.  We couldn't remember the reason why R1 of
RPG/400 only went up to 30 digits, so we decided to go up to 31. Why
*only* 31?  Well, until the system supports more than that, that's
as far as we go.
