I'd agree with you if that was what was happening, but it's not.  The only
"resolving" that goes on is that at run time, the program using the Service
Program requests the procedure pointers in slots (say) 1 and 5.  Which
actual routines those slots relate to is determined at compile time (in this
case the compilation of the service program).  So the references are indeed
static since they are all resolved at compile time.
