Rob, you can't specify a status of 0 for on-error. You can only specify
error status codes (status >= 100). Put your "normal processing" after
your Chain. Or you could put it after the EndMon if you want to set a
"success" flag, or if you are comfortable using %found several lines
below the Chain.
By the way, I would indent the code under "Monitor".

On-Error RecordNotFound;
// perform new record processing
...

// Oops, forgot to open file
