You were doing fine until you hit the part quoted above.  FRCRATIO(1) 
forces the data not only to be written to the file but also the file pages 
in memory to be written to the disk.  This is a much bigger performance hit 
than what is needed to make the records visible in the file.

To turn off record blocking, using OVRDBF with SEQONLY(*NO), or in RPG IV 
you can also do it in the program with BLOCK(*NO) in the keywords part of 
the F-spec.

This will cause the records to be written to the file immedidately, which 
is a little performance hit, but not force the pages to be immediately 
written to disk, so it is not nearly as much of a performance hit as 
FRCRATIO(1).
