The support is built in to the CODE editor (haven't checked jlpex) which of course if included in the compiler package. They just haven't provided a 5250 version. I'd have likes to see one just for batch conversions, but I never use SEU anyway (and it is truly horrible for /free) so it is no biggie. particularly when you consider what I noted earlier - which is that IBM have always stated that /Free is for new code.
